The First Deputy Chairman of the Verkhovna Rada of Ukraine Adam Martyniuk adjourned the tenth session of the Verkhovna Rada of Ukraine of the sixth convocation and summed up the results of its work. The full text of his speech is provided.

Honorable people?s deputies and all those present!

According to the adopted calendar plan, we have to announce the adjournment of the tenth session of the Verkhovna Rada of Ukraine of the sixth convocation. So, here are the results of the work of the tenth session.

The tenth session is very special in the work of the Ukrainian Parliament as it was influenced by the election campaign which has actually started.

Adopting the agenda of the tenth session, we planned to consider 833 issues; 203 issues were additionally included during the session.

There were 40 days of parliamentary work; one extraordinary meeting, as well as 60 morning and evening plenary meetings were held. I have to note that the Verkhovna Rada could have worked even better if 9 plenary meetings were not blocked by the opposition.

736 draft laws were considered; 222 laws were either adopted or upheld; 71 bill was adopted in the first reading; 443 were recommitted, rejected or withdrawn; 70 were returned to the subjects of legislative initiative.

Consideration and adoption of the Criminal and Procedural Code as well as the Customs Code of Ukraine were among the most topical during this session.

Several bills regarding social relations in the sphere of business activity as well as preservation of human rights were adopted.

Two parliamentary hearings regarding crisis tendencies in the educational sector in rural areas and ways to overcome them, as well as the state and prospects of Military organization and the security sector of Ukraine were discussed.

5 Committee hearings on topical social and economic and legal issues were held.

599 resolutions of organizational and procedural as well as statutory and supervisory powers of the Parliament were passed.

14 bills were submitted by the President of Ukraine; 175 - by the Cabinet of Ministers of Ukraine; 1- by the National Bank of Ukraine and 546 by the people?s deputies of Ukraine.

These bills concerned sectoral development (227); economic policy (209); and legal matters (154).

128 laws were signed and came into force.

Dear colleagues, I would like to stress that sometimes the Verkhovna Rada is being accused of adopting too little laws. Unfortunately, we have too many laws. Only during this last session we have adopted 128 laws.

The question lies in how we adhere to implementation of laws, and how our committees monitor fulfillment of decisions taken by the Verkhovna Rada.

Dear colleagues, here are the results of the committees? work.

284 meetings were held; 2720 issues were considered. At the same time, 24 meetings of the committees were not held (without valid excuse).

The majority of the adopted laws were prepared by the following Committees: the Committee on Economic Policy (30); the Committee on Finance and Banking, Taxation and Customs Policy (29); the Committee on Legislative Support of Law Enforcement (15); 11 agreements were ratified, the majority of which were adopted upon the submission of the Committee on Foreign Affairs.

It is important to note that lots of committees? and plenary time during this session and the previous was spent on the bills which were rejected and withdrawn. The sum of such bills totals at 372 of which 346 bills were submitted by the people?s deputies of Ukraine.

Today, the committees are working on almost 1000 bills of which 135 are being adjusted for the second reading. I would like the committee chairmen to ensure consideration of bills in the committees in the intersession period to be able to start working on the first Tuesday of September.

Dear colleagues, let me remind you that the next week people?s deputies will work in the committees, factions, groups and commissions. 

According to the Constitution of Ukraine, the next eleventh session of the Verkhovna Rada of Ukraine of the sixth convocation will be held on Tuesday, September 4, 2012.
